I buy it because its carrying the New Avengers, a book I started buying since 2004. Even though the previous volume which wasn't really an Avengers team and the excuse it was a new situation the Avengers found themselves involved. It should have been Ironman using his status as Founder using his rights to assemble his own team and that team being who were in the New Avengers. Steve uses his Founders status to induct members and form his own team.

Can Thor, Hank and Jan also form their own Avengers team? Maybe even the Hulk can do it? I know he lost his founder status to Cap but since then he's being back with the team so I assume he gets his founder status back again especially since he was actually a real founding member unlike Rogers.

IIRC the founder status stuff was an element of Slott's Mighty Avengers where Hank Pym stated that his team was the only legitimate Avengers team since the charter states that founders have the ability to start a new team.

I can't say for sure... but I think that was mentioned. And I'm pretty sure it has come up before as well.
