Well I think the Kree like him that way. They don't want a soft ruler. But Galactic Storm probably pushed him too far away from the Kree's best interests. He was willing to destroy their intergalactic empire to gamble on the survivors eventually becoming conquerors again.

The thing with the Supreme Intelligence is he plays the long game. And while playing it he can be nice to his enemies or destroy his people. He comes off as contradictory or vague because he doesn't go for what seems like the logical option. He may choose an option that won't benefit him until a thousand years later.
