The first time I thought about this challenge, I remembered the Forgotten Villains team from DC Comics.

I also thought about the Headmen & the Frightful Four.
I love the idea of recycling old villains to create a new challenge for the heroes to fight.

Besides, quartets make excellent stable teams in comics (Fantastic Four, Doom Patrol, U-Foes ...) (^_^)
Also, the Kooky Quartet was made of Captain America & 3 former "reluctant villains".
