Previous Post seems like Bucky did not though get a decent ending, and he would have made a better choice for the new cap, based upon being with Steve all those years, and also being a super soldier himself!

It really wasn't "all those years." It was one, maybe two. Bucky has been through and done a lifetime's worth of horrible things that have permanently made him damaged goods. Part of the job is being inspirational, and Bucky doesn't have it in him.
