Bucky would make a terrible Cap! A man who used to be an assassin for the Soviets and who murdered Howard Stark and his wife? John Walker killed one "terrorist/rebel" in public and it's a public relations disaster. Even with the brainwash excuse, how does Bucky get a pass for dozens of murders from the public's standpoint?

Bucky wanted to atone so badly for being the Winter Soldier would make for a great storyline!
