I doubt the police will treat him as lightly as they did before. Plus, I don't think he expected to be caught at that point, so I doubt that he has a plan to escape right off the bat.

The movie ends the way it does because they finished filming before Ledger died, so they couldn't very well change it now.

Why would they have a memorial service for Dent if he was still alive? The ending gave every indication that he was dead without outright saying it.

Batman tackled him to prevent him from shooting someone else, Dent's death was an unfortunate side effect.

There did seem to be some discrepancies in Two-Face's body count. Gordon also said that they had two dead cops, but the girl lived, so I'm guessing that there were some off screen coin tosses. As to the old man, he was a dirty cop that handed him (Dent) over to the mob.

He extended half of his cape. The cape that he's been using as a glider in both movies. Also, they didn't die because Batman took the majority of the crash and his body armor absorbed most of the resulting shock.
