The yellow oval was around long before DKR. And Frank Miller wanted to remove the oval for the series, but DC said no. During the second issue, the chest emblem is slashed by the Mutant leader, and when Miller put Batman into a fresh costume, he left the oval out and never put it back. The "target" was the bat iself, not the bright coloring behind it.
