Well, word has it that was going to be the plan, but it was scrapped in favor of what we got. And a good thing too, since Ledger's unfortunate death would've changed that plan.

People do not know Batman. He's only been operating for a year. Harvey Dent was known. He was a public figure who fought to clean up Gotham and was doing a damn better job that Batman was. By having James Gordon tell the police and the media that Batman did it and not Dent, will Dent's legacy have any hope of lasting. All of the criminals Dent put away will remain locked up. No one will bother investigating him. And Batman can be blamed because of his unknown quantity.
