Please, give me your thoughts about this character who has been one of Batman's most famous archcriminals since the Golden Age.

PS :
By the way, it has never been explained why the Penguin had flippers with 3 fingers in Dark Victory (like in Batman Returns) and 5 normal fingers in most other stories.
Should it be explained ?
For example, could he have had some help in the past from the Crime Doctor or from Thomas Elliot ?

I like the character a lot.

The last time I saw him was in BATMAN AND ROBIN in the red hood storyline. I thought he was basically just like in BATMAN RETURNS. It's not really how I see the character.

I'd prefer not.

They're OK, but not how I see the character.

That's a little closer.

The way I see the Penguin is more like Chuck Dixon's version, or John Ostrander's version from the Penguin Triumphant one-shot.

DC came around when it comes to The Riddler. They realized that just because he's funny looking doesn't mean he should be comedy relief. I would much prefer they took the same perspective on the Penguin. Any of Batman's Rogues Gallery should be very formidable. They should be the best there is at what they do. I don't mind him having a sense of humor, but I want to see him be hard to beat at the same time. When they show these territorial battles and he always loses, it doesn't make sense.

I like him in those roles.

No. I'd devote a major storyline to him

I'd give him some victories. Some major ones.
