Wasn't crazy about this one either. Sure, some of the GCPD/TAC procedures might be chalked up to poor (in-house) protocols, disarming city budget, city noir theatrics, etc., all back then even though debatably it doesn't make it right. But as per the characterization of the Mopey Joker and Stabby Riddler, and the framing device, your critiques seem fair. Also, not crazy about the need for another untold flashback epic, with established A-List Rogues Gallery members, squeezed into Batcanon. Perhaps if there was more in-story clarity behind an absolute revisionist nature of Rebirth this (probably "something dark") secret retcon setup would've been less offputting. Hmm... yet, it's okay to cherry pick moments that didn't change like last issue when bat & cat reminisced about their first encounter? On the plus side, the art was very nice.
