The Joker and Riddler are still mad at each other. The Joker orders mob boss hour to kill Riddler in an hour or else. The Riddler goes to a crime doctor and rips off the scene from Batman 1989, but with more self mutilation on the Riddler's part.
The mafia goons find Riddler in a park with Poison Ivy. Her power of plant kill the goons.
The Joker shows up at mafia boss's house and despite having four guns pointed at him, joker shoots goons. We don't see this, but we are shown aftermath.
We see a lot of profiles of people who have been killed and we see a montage on super villains lined up on one side or another. We don't see why they chosen, again it is all told, not shown.
The Joker is still clinically depressed. He looks like joke from The Killing Joke. That is something.
The art is still too static for my tastes. That is a failing common to modern comic art. Better than classic, but lacking that sense of motion I believe comics need.
The book ends with Bats talking to Cats. We still do not know what his sin is. If it's Batman creates crazy dangerous villains, I will be severely disappointed. That is a cliche, and that issue was better addressed in the episode of Batman the Animated series where Bats is put on trial by Stephanie Zimblist Junior.
Basically we are in the same place as last issue. For this we get the Bats engagement question put on hold. Not cool D.C., not cool.
I really feel king does not understand the Joker or Riddler. The Riddler is not a physical villain. He is the definition of a mental villain. And the Joker is not a depressed dude who needs the mob to kill the Riddler. Not impressed.

Yeah. BORING ish. Not near as uneventful as GotG this week and the art here
was great but the story had no spark. 'Cept there was that Ivy retrofit beginning - just to force a tie of even more classic Batman Rogues into Rebirth's Year One? A Quesion Cane and green bowler hat ain't gimmicky enough for Edward - so he goes with the blatant avatar carving into his skin just to copy Marvel's successful arch-enemy status of Bullseye who did the same to his forehead self-mutilation? Otherwise, like you said, we get nothing new - past or present.
