    I know that in the 30s/40s/50s Batman was usually referred to as The Batman. I also know that the 'The' was dropped for a long time and not used again until the late 60s. My question is,when did they start calling Bats The Batman again? What was the exact issue?

That was Denny O'Neil. Calling him 'The' Batman again was one of the things he and Neal Adams wanted to do when they were given the chance to handle the character, along with setting his stories at night. It started in the classic Detective Comics #395 (January 1970).
