Like Bruce Wayne, he's a man in a business suit wielding political power and subterfuge to influence Gotham. Like Batman, he is a darkly terrifying animal image wielding gadgets and violence and detective work. That's the genius of Penguin's design, fusing Batman and Bruce Wayne into one composite image, right down to his dark eyelids echoing the dark camo make-up Batman puts around his eyes, and his nose being an exaggerated version of Batman's beaky face-mask's nose-piece.

I think it's why the Robin Lord Taylor version works so well as the big bad of Bruce Wayne's formative years: he literally looks like a twisted version of teenage Bruce Wayne.

The Devito version is actually my inspiration for how I think The Mandarin should look. By combining a business suit with Iron Man's colors and the rings, you make him look like a pimp, which is to say a gaudily exploitative thug.

I don't deny that he is supposed to be the reverse of Bruce Wayne & Batman.

The DeVito version of Penguin (contrary to the comics version) & Mole Man are both "genuine freaks" living underground (Penguin in the sewers of Gotham, Mole Man in Subterranea).

Both are portrayed as misfits whose ugliness has denied them the possibility of a normal life (or so they think).

Also, the Penguin's use of his penguin army reminds me the Moloids.
