There seems to be a precedent for Wakanda not sharing cures for diseases. This from the Red Zone arc in AVENGERS.

With Red Zone, they've simply made progress with treating a rare, flesh eating virus that until then killed very few people. Progress in treating something isn't a cure. There was no compelling need to share the information up until then. You'll note that the instant there's a need, T'Challa is all open.

Cancer however, is a disease that kills millions everywhere. According to what we've been told, Wakanda hasn't just made progress with treating it, but instead have actually cured it. So comparing the two really isn't precedent.

Honestly, I'd rather just file that comment in the 'Hudlin is a hack and here's proof' folder and then forget about it. Hudlin put it in there to show how advanced Wakanda is. That failed. The end.
