Blame PRiest for that as he set the precedence. Priest said that Wakandans were culturally and technologically superior to Europeans... until Klaw. Essentially Hudlin took the same view except for the subtraction of the Klaw part. If you read Priest's origins of Black Panther, it is decidedly different from Lee/Kirby's version in Fantastic Four.

Actually, Wakanda wasn't technologically superior to the outside world before T'Challa. In fact, T'Challa instituting the use of advanced technology early into his rule was a plot point with regards to Queeny.

What was different under Priest is that Wakanda had modern weapons befitting the then era, instead of your stereotypical bows and arrows and spears. Stan Lee and Kirby's depiction of Africa...wasn't the most politically correct, shall we say?

As for culturally, Wakanda simply had an undertone of arrogance with regards to outsiders. Whether they were superior or not is something Priest left up to the readers.
