Probably. His involvement seems to be disagreeable with some of his people.

It looks like Tony and S.H.I.E.L.D. will be a thorn on his side and Richards seems to have had a disagreement with Tony where he supported the registration but not the drafting where superhumans, whether they're super-heroes or not, have less rights and are kinda treated like government property.

That politician seems to think the act gives him more freedom like planning an attempt to invade BP's country, in fact, Tony seems to have foolishly given the wrong people more power who seem to think they need to change the world to have it their way which is pretty much why BP has stayed in the U.S. Probably hoping to get access to their technology along with Stark's
