In all fairness, I'm pretty sure Wakanda has had a coastline since the Wakanda/Atlantis War in Defenders.

Now, why they don't take immediate issue with the fact that a stinkin' warship is alot closer than the respected 12 miles boundaries, I've no stinkin' clue.

No, Wakanda has always been landlocked- pretty much right in the middle of Africa. Even during the war with Atlantis. The Atlanteans fired nukes at Wakanda, and T'challa diverted them to Kiber Island, which was (and I guess still is) a Wakandan protecterate. So the only coastline they own is off Kiber Island.
