For now it is, but who's to say that can't change?

Sabretooth, Dr. Doom, et all don't always fight their arch foes and can comfortably fit into stories lacking them. As it stands and unless it's changed, the same cannot be said for Killmonger. And until that hurdle is overcome, Killmonger can only be a primary Panther villain.
Well the villians you mentioned all started out being a foe for one particular hero. Doctor Doom started off as an FF villian and later branched out to fight other heroes, Sabretooth was primarily a Power Man and Iron Fist villian before becoming Wolvie's chief foe and Kingpin was Spidey's villian and now he's more known as Daredevil's adversary. Killmonger, IMO, has the potential to crossover to other foes, it's just that throughout the past several years, Black Panther was more or less treated as third stringer rather than an A-lister so his foes, unfortunately are given the same treatment (with the exception of Klaw, but that's another story).
Alot people on different boards may talk trash about Hudlin for whatever reason, but he's making a serious effort of elevating B.P. to A-list status so hopefully his villians will benefit from that.
