There are probably several instances where the extended Royal Family have given orders in-story, just as Shuri did in the last arc (circa Black Panther #35 http://www.wizarduniverse.com/032608goingsolo3.html) but nothing pops in ottomh.

That jpeg may help 'til someone can cite more helpful examples of example protocols followed on occasions when Panther was States-side.
