The Echo and Dora Milaj--whatever they're called are just an advertising ruse.
Queen Storm is the new Black Panther due to her actions in X-Men world's Apart. She takes up the mantle of the Panther to stregthen and redeem herself to her Wakadan people.

The clue was when they said 'a STORM is brewing over Wakanda'.
The other ads are just to keep us guessing.
But it is Ororo. Or I've been smoking too many heart shaped herbs.
