Yes, Burnside was always obsessed with Rogers, to the point where he had his face and voice changed to match him then took th serum minus the vita rays, hence his already unstable mind became worse.

Rogers told Burnside he would be sent somewhere to have his face and mind restored but did that happen or did Kubik just undo it?

The more I think on it the more I think that Kubik did restore Rogers then teleported him somewhere for whatever reasons and replaced him with a reprogrammed Burnside.

As to Rick Jones, CBR did have a speculation article that Rick may have tapped his latent mental powers at the last minute and that his powers may restore things or perhaps even bring Mar-Vell back.

...and all the things that we see in his "past" is really what Burnside experienced/went through before he became the 1950s Cap.

As long as they end with the speech, I'm happy:
