In this scan we can clearly see the Visor being "lowered" which as you say (going by your expertise) is to allow the energy in the beam to build up. Then Cap exclaims: "he is opening the visor !". Then we see Thor getting blasted by the Disintegration beam. Unfortunately we just see the back of the Destroyer while he fires so we can't really tell if the Visor was actually open or not during firing. Logically then we just have to go by the word of the person who actually witnessed it... meaning Cap.
The fact is that unless this writer "kinda forgot" the facts too... PAD has either followed continuity as he should or else the Visor business has now been retconned to be always open on firing of the Disintegration beam.
