In a millisecond. There is no plausible way for him to have survived. It should have been over the moment she moved to within striking range.

Hello? If you can move faster than a speeding bullet why on Earth would you have to freeze the legs of a guy who moves at a glacier's pace compared to you to keep him from moving? Heh, only in a comic book could Bats avoid being splattered across the docks from one easy super-speed punch... ;-p

Yeah, I know superheroes do it all the time, yadda, yadda, yadda... but I would hope for better writing in this day and age (read: at the very least Bats having a better plan than that...).
