specifically the ones who seem to elude "Parker Luck" moments as well winning all the time. does it actually get in the way of character development and reader interest?

I think it can definatly. If a hero can beat any threat without much danger to himself than what is the point. Doing good is great and we all want to see the hero save the day, unless we have started to like that particular villan more, but if the hero comes in and beats up a guy easily who used to be a challenge than what is the point. Its fine to give power ups and whatever, but you have to give new threats. Everyone needs to have humbling appearances and such from time to time.
