Hulk is STRONGER, significantly more durable, and has an uber healing factor. His super leaping mitigates a lot of the lack of mobility non fliers have.

His leaping offsets a LOT of her flight advantage. His healing, IMO, offsets her speed. His thunderclap offers him some ranged capacity that she doesn't seem to have, and makes up for the lack of a lasso. Add to that that he's significantly stronger and more durable, and he's more powerful overall.
