It's a perfectly logical one!

We saw in Illuminati #5 that Black-Skrulls 'scream' was plenty impressive and there was the inference he wasn't even trying to kill them.
Black Bolts physical power was compared as being a close second to the Savage Hulks, his electron manipulation gave him immense versatility and his scream is regarded as Marvels single most feared weapon after the ultimate nullifier... If he'd really been caught in that situation I fully agree with your assesment that the Hulk would have been ejected from Bolts prescence in all probobility and the Skrull infiltration gives Marvel the ideal means of saving the Characters integrity.

...of course this doesn't take into account the Hulks ability to make these sort of superior opponents Job Horrifically...
