Judging from the effect she had on Surfer and how her energized staff strike hurt Tyrant more than anyone else was able to, I'd say she's a bit stronger than classic Spider Man...

That said, she's not that versatile, and probably PM is about right for her, though I'd say she's closer to Sif level physically with good EP, flight, etc...which might put her at top EM instead of PM...nah, her EP seems above what would qualify her as EM...
