Frankly, she clearly seemed the bottom end of the spectrum in the Cosmic Powers Unlimited series...below Legacy, Jack, etc.

also, didn't she face off against Terrax as well and seem inferior...while he has some GREAT showings, he has also jobbed as much as any herald...he's really mid tier, not top tier.
