I say he wasn't, given that he crashed/fell to the Moon and everything was fine.

He didn't really crash though -- that was the point of Superman & Wonder Woman flying to stop him...

They noticed he was going to crash and intercepted him before that happened. The implication was that had the Spectre crashed into the Moon he would have devastated it -- Superman & Wonder Woman prevented that from happening.
