The art shows that Rulk suddenly looks worried indicating something is wrong with his powers. It may or may not be an overload, but clearly he was weakened somehow.

No, he also says, "What did you do to me?" and he clearly looks worried, indicating he's weakening. If he weren't weakening, why get worried? He's been getting hot in several issues already. That's not the difference.
