Bruce Banner is a physicist, or perhaps a biophysicist. He's not an engineer and he's never designed uber weapons.

You can be forgiven for thinking this as it's been a long time since Banner has been forefront of the book. But back in the day, Banner was a top notch tech genius. He's created IM-esque armor that even the Hulk could not destroy, specialized weapons like the shark missile, sentient AI, a time machine gun, hacking Shield defenses, and so on and so forth. Pak is just portraying Banner's genius as he used to be, just with a more Hulk-ish attitude.

Doom is unquestionably one of the smartest men in the MU. Now even if Banner is his equal, it wouldn't make a lot of sense for him to easily disable the armor when Doom has been working on this armor for decades. Iron Man is another big brain in the MU and knows more about these kinds of suits than anyone and even he hasn't been able to do this to Doom.

It's a matter of expertise, not intelligence. It's like the Punisher trying to tell Hawkeye how to shoot a bow.
