His physical attributes are similiar or greater than some of the more powerful Asgardians (such as Baldur or Hogan).

He's the King of 7/10ths of the world.

He has herioc characteristics and is self sacrificing.

He has elemental and mystical qualities and respects the Gods.

Could he lift it?

Well... He has as much chance as anyone really. The rules for succession where the Hammer is concerned are of course very vaguely applied but I think like Beta Ray Bill Aquaman ticks all the theoretical boxes, so why not... I think one intriguing aspect is his nominal links to Sea Gods like Poseidon or Neptune and of course his Atlantean ancestry. If the Inscription and Lore surrounding Mjolnir are even remotely truthful in their intent then Like Thor he is worthy.

Though one large snag to that might be the fact he is not typically a loyalist, he straddles the ethical and physical lines between two lands - earth & sea. He belongs to neither and that very personal battle might be a very big clause for him not to be deemed wholly worthy. \(drink\)
