At his angriest? His Maximum? That's a hard one to address properly but based on his showings and history I just can't square any suggestion he can double or Triple what his standard normal level is typically set at.
We've seen him angrier than Angry many times over the years, he's even gone Mindless, but his baseline is still more or less in line with what Hercules or Thor are set at and perhaps a bit higher, every time he has needed to go that extra mile has required some external intervention - whether that be Warpcore energy, Jean Grey, Apocalypse & Dimensional energy, Going mindless, whatever. Those are the occasions where he can be said to maybe go well beyond Thor/Hercules level but none of them are entirely under his own control or easily replicable.

If you're going to start with this notion his strength level doubles or triples in accordance with his anger/will its got to be an accepted and demonstrated fact, seen in print. It's no good using Handbook theories or the "Strongest There Is" mantra as like "Worlds Mightiest Mortal" or "Strongest Man in the Universe" it's purely subjective. The Hulk doesn't live in a bubble, he lives in a shared universe with a need for a set hierarchy. I would never call World War Hulk a solid benchmark for assessing his power as the author and Handbooks did make note he had recieved a power up thanks to the explosion he endured, that affects the outcome of events but also says a lot about how even this Fan-Author had to make a concession like that to enable the Hulk to get a leg up on the ladder to do what he does on his crusade against the Earth.
