Not well. An Imp can do whatever they want naturally, but while The Spectre tends to be the last word on mystic force certain entities have either proven beyond his authority to affect or have some fundamental ability to counter his power. The Crispus Allen and Hal Jordan incarnations are the best examples of this fallibility but then it has to be borne in mind their power is not as great as it should be and neither have the experience and synergy of the Corrigan driven Spectre. Jordan's Spectre was specifically barred from accessing the Spectre's full power while Allen was shown to be unwilling or able to do the same, instead limiting the Spectre's influence to hunting murderers and generally dealing with low level matters.
However Zom being what it is isn't the sort of entity that fullfills that elite criteria for being immune to the Spectre's power, he isn't like Nekron or Libra he's just a bog standard demonic type.
Zom is a generic demon who is said to potentially be a universe shattering threat, comics are full of this sort of character. But since Zom does not have the prominence or proven threat level of a Surtur, Trigon, Mikaboshi or even 31st century Mordru I don't jump to conclusions about the characters chances versus any of these. As it stands I'd be wary about equating Zom to even Elders like Shuma Gorath, the King of Tears or Atum - the Demiurge... The Spectre should be well able to crush Zom on average.
He is beyond Surtur his power was so great that the Living Tribunal had to come in and get rid and cast him out of the universe. His power is beyond any other evil in the Marvel universe.
