No. The X-Men became a third force, they did not follow Cap initially and it was only until they needed to work together against Galactus and then a cosmic level Dr Doom when they joined forces. Yes, Cap is a better hand to hand combatant, but Cyclops has the luxury of a ranged attack which can affect class 100's.

Cyclops skill with optic blasts is comparable to Cap's and hits a lot harder to.
