Judging from what we know of ZOM in comparison to those you named his power is by far greater. When Dormammu and Umar fear you and LT is needed to cast you out I tend to believe he is a greater threat if unleashed than the likes of Surtur and the others. I get your point being those you named have done alot more over the course of time but when ZOM shows up it takes the Heaviest of hitters in the cosmic landscape to rid the universe of him.


Sure, but the point here is that you can only destroy the Universe once. Zom is a threat to the Universe? Well All of those listed are. Most have been seen nearly destroying the Universe (and more) - Surtur in particular is actually predestined to do so.
It's all very well arguing The Living Tribunal considered his a great threat and worthy of a visit but on the other hand consider Thanos' various gambits to destroy the universe, The Scarlet Witch's recent multiverse busting, similarly Mikaboshi's attack in Chaos War, or Necrom and The Pheonix's implied threats to creation... all of those are more impressive than anything Zom have achieved thus far and all are equally worthy of a visit from the Tribunal based on that notion surely.
That he didn't intervene on any of these occasions should not be taken as automatically making Zom some special case, rather he's the exception. \(pirate\)
