That's the point. Superman is routinely shown above Hulk/Thor range in crossovers.

Heck, Cyborg Superman had Surfer on defensive.

Cyborg Superman literally laughed off Surfer's attacks and asked that if that was his extent of his powers? Under the same writer Superman literally dismissed Cyborg.

So no, Surfer isn't more powerful than Superman.

Busiek flat out said that Superman was using hyperbole.

U-Foes have taken out Thor and Hulk without them able to resist in such a manner. Wrecking Crew put Thor's equal Hercules in coma with such tactics. And both are jobbers of highest degrees.

Hercules, Wonder Man, Vision, Iron Man and She-Hulk together would beat the crap out of any top tier in such a tactic. That doesn't means Superman was barely on his feet
