Superman RECOVERED from Thor's hit after laying on his back for some time and after clearing his head for some time. I wouldn't call that shrugging it off.

The omniscient narration stated that it was just "a moment" after Thor hit Superman that Superman hit Thor back with J'onn.

So yeah, its shrugging off his attack.

Must have been a long moment considering Supes had time to lay on his back and then kneel with his head down before getting up to rejoin the fight. And those images show us that Supes got his bell rung. Getting your bell rung != shrugging anything off.
