Similar to the classic Legion of Doom and Masters of Evil and Acts of Vengeance and more recent Cabal stories.

Make two seperate lists of 13 master villains from each universe (Marvel and DC) and what master villain-like assets they bring to the table that would enable them to conquer the heroes and the world. Try to be a little diverse - meaning not having 7 X-Men villains and the 6 Avengers villains. Throw in a odd uncommon master villain. These are usually the masterminds behind major storylines and not used to answering to anyone else.

Then make ONE list of 13 master villains from all genres and universes (including DC and Marvel) and again what they bring to the table to conquer the world.

They dont have to be able to get along or even have matching agendas or motivations - just the desire to win and deal with each other afterwards.

Also who would be the defacto leader of each group you post.

No one higher than Teambuster.

13 is too ambitious for me, sorry. I'll stick to a balanced five man team.

(1)Doctor Doom
Considers villains and classic villainy beneath him. Pretends to co-lead the team while actually using them as a distraction for his real goal, some plot-device that would bring him cosmic enlightenment. While the superheroes are busy stopping his team from stealing Fort Knox and the like, he quietly moves closer to becoming omniscient and omnipotent.

(2)The Mandarin
Wants to conquer the world, gaining unlimited wealth, power, and advancing a social darwinist political agenda. Does most of the field-leadership, because he enjoys leading a horde of barbarians into battle and ripping his enemies limb from limb personally. Officially a co-leader, he considers Doom a weakling too concerned with lab-work to threaten his political agenda.

Joins purely for the money.

Joins to get a look at Doom's and Mandarin's tech. Used as a combination of mechanic and hacker.

Joins because this team is more free than being under Red Skull, allowing her fewer responsibilities and more chances to cut loose and just have murderous fun. Essentially treats being on the team as a gory extended vacation.
