    I think you have to consider that Superman says that “toughest opponent”, not “toughest fight”. Superman was upgraded powerwise at least twice after DoS. With those upgrades, the original fight with DD would not have been as tough for him.

Except DOS Doomsday was released just recently in Superman rebirth and Superman had the same problem with him and Doomsday was shown stronger than him.

    Also, it is understandable to say that what he says should not be taken literally. Busiek said that this is how he felt at the time. Maybe after reflection, he would conclude that Thor wasn’t his toughest opponent, but the fact that he felt that way at the time totally contradicts the idea that Thor is well below him. He won in dramatic fashion against an opponent who, at the least, is his near equal. I’ve have never argued against the idea that Superman would win 6/10.

Maybe in total power with mjolnir. He isn't anywhere near him in strength though. That was made clear by Busiek that Superman had a distinct advantage over Thor in strength and was stronger than Nefaria who himself was stronger than Thor.
