"Depending on his tan" is a reference to his exposure to solar power. Based on Busiek's statement, exposure to increased solar power can bring him to the maximum level of "a good amount" stronger. Nothing non sequitur about it.

Thor is fresh against Nefaria. Busiek multiple times expressed that wear and tear left both combatants on the brink of being KOed.
