Wasn’t it shown that he was amped by Isis?

There was a statement between Isis' death and WW3 that Adam had the powers of seven gods (whereas normally it would be six).

That's the only evidence that Adam was powered up in WW3 though. No power-up was mentioned during WW3 itself, and there was no indication that Isis' power transferred to Adam during her death scene.

Adam did explicitly tap power from Isis' corpse after WW3 (he lost his powers at the conclusion of WW3, and needed Isis' as a replacement).

One other thing to note is that Billy was never shown down or out during WW3. Mary and Freddy were, but we only see Billy being punched, and then the scene cuts away. The clear implication of the plot though is that Billy couldn't stop Adam by slugging it out, and was therefore forced to depower him with a Shazam bolt. On top of all this is the ambiguity over whether Billy was at full power, with Mary and Freddy powered up at the same time. Power-sharing clearly weakened Billy in his solo series, although the writers of WW3 may not have factored that in.
