Surfer beating Alan himself is doubtful. Alan is the top of the herald tier and sometimes breaking above it. He is explicitly the top dog of JSA even when Captain Marvel, Black Adam and Dr Fate were on the team. Surfer isn't the top dog of Defenders, it's either Strange or Hulk.
Namor is less of a speed bump to Adam than Alan is to Surfer. You're highly underestimating Alan and overestimating Surfer as usual for Marvel fans. I'm being very generous to give Surfer 50/50 odds against Alan.
Adam would destroy Surfer if he ekes out a win against Alan, no two ways about it.
In John Byrne's Galactus/Darkseid one-shot. I think that if Surfer can beat Orion, he has a chance with Alan or the Black Adam (Although his chances against Adam are less, at least in my opinion.).
