I think that Marvel has quite a few villains that could be real powerhouses if they just went all-out and reached the full level of their potential. I think that this was the case with The Molecule Man, and look at him now. I think that the following can qualify:

#Electro

#Hydro Man- I think that he has yet to really unleash. Most of the time he's not really that big of a deal, but if he has control over water and water molecules, I think that he has the potential to be pretty dang powerful and a LOT more powerful than he usually is. He's something of a joke.

#The Mandarin- Maybe!

#Graviton- We have seen him become a threat to the Marvel Universe around The first Thunderbolts series (Around issue #56.), and in his first appearance he was able to just beat the Avengers without much difficulty.

There was this minor mutant X-Force villainess I used to like called Locus. She used to use her teleporting powers pretty ruthlessly. Like she could teleport parts of your body away if she wanted to.

She had just enough powers imo to be pretty formidable but not enough to be one of those characters who could do anything. But to me someone who could fly, incinerate you with energy blasts AND teleport was pretty impressive. I would be happy if I had that set of powers.

I've always wanted a real ruthless teleporting villain so she worked for me. If only they hadn't killed her off.
