Based on average portrayals that statement is debatable. For instance, many people put Thanos on the same level as Darkseid. Thanos vs. Darkseid is a very popular debate. Thanos is teambuster (a step below skyfather). He was owned in his fight with Odin (albeit, the fight was in Asgard). And some people believe Galactus is a step above skyfather.

I don't have the comic in front of me, but that characterization of how it went down is a bit of a stretch if I remember correctly. Maybe someone can provide scans. I mean, Darkseid uses his Omega Beams on Galactus and Galactus completely no-sells it. He then blasts Darkseid away.
