    Spoilers for Fraction and Aaron runs on Thor....

    There have been a couple fights. Odin seemed worse off than Galactus in the fight written by Fraction. And under Aaron, Galactus fought and defeated King Thor (who had the Odin Power longer than Odin had it).
In Old King Thor's defense the Thor Force (as they call it then) had waned so much from fighting Gorr's minions. Old King Thor even said that he felt the Thor Force begin to stir in him when he saw present Thor in the future. This Thor hadn't used the Odin force in a very long time to the point where he believed that he didn't even have it anymore. Old King Thor only began to use a diminished Thor Force when he faced Galactus whom he really messed up. Thor broke his fingers, made him vomit and knocked out a tooth and Thor's granddaughters blew off his lower jaw. Galactus was really messed up and Old King Thor only got knocked out. When OKT came back with the Necro Sword Galactus was done for.    

I believe this was debated intensely in the past. 

You are correct that during the Gorr storyline, it was mentioned that Old King Thor was beginning to feel the Thor Force again. Meaning that it had waned like you said. 

But as far as I recall it was never said in the Galactus vs. Old King Thor how much time had gone by between the Gorr saga and this one. And it wasn't said whether the Thor Force had returned to 100%, 75%, 50%, etc. etc. 

The last thing that was said about it was that Old King Thor was feeling the power again. And he used that power when fighting Gorr. In my opinion, it's conjecture to think that the power had not returned. Just like it might be conjecture to assume it had returned to 100%. 

Either way, Galactus definitely won the fight against Old King Thor. While some don't believe it was conclusive because they aren't sure how much of the Thor Force he was wielding, it certainly doesn't help one's argument if they believe Odin is greater than Galactus.
