This battle can't happen in an organic way, since (as far as I know) Neo only has his godlike powers within the VR environment of the Matrix, while the ten rings are physical items which can't be brought into the Matrix. (I've avoided the trailer/s for the fourth film, so please don't spoil anything for me if that changes or confirms anything one way or the other.)
Perhaps Shang could be plugged into the Matrix, and wield simulated versions of the rings there. But in that case, the fight would effectively be taking place on Neo's home turf -- a world he can bend to his will, to some extent -- which would potentially give him the edge, unless the ten rings are so overwhelmingly powerful that Shang would have the advantage regardless.
It's not obvious to me that the rings are that overwhelmingly powerful, but then we haven't necessarily seen the full extent of their capabilities yet. The mid-credits scene in
Shang-Chi and the Legend of the Ten Rings suggests that more will be revealed about the origin and nature of those items in a later film. Right now though, they're still very mysterious.
