I would give it to Green Goblin's team since their members can better neutralize the powers of the other team than vice versa.

In my opinion, it is complicated... (^_^')

I chose these 6 villains because, in my view, they are the "indispensable" members of the rogues gallery. The term is far from perfect: there were times when the Vulture & Mysterio nearly disappeared from the books and, also, times when Kingpin, Venom, Carnage, Jackal, Morlun or Kindred overshadowed the villains of the Ditko era.

Still, in the very long run, the Vulture(s), Doctor Octopus, the Lizard, Mysterio, the Goblin(s) and the Hunter(s) have remained main adversaries of Spider-Man.

I recently said on the Spider-Man Board that it is far from a novel idea: I picked up four of the original members of the Sinister Six and the alter egos of Curt Connors & Norman Osborn.

My first idea was to put these 6 villains into two groups of three:
- Vulture, Doc Ock, Lizard
- Mysterio, Goblin, Kraven
One group was composed of 3 animal-themed villains who first appeared at the beginning (ASM#2-ASM#6).
The other was composed of 3 villains who first appeared 7 months later (ASM#13-ASM#15). In their cases, the connection to Spider-Man is more abstract: a spider uses deceptive tricks to hunt its prey.

But, in this first configuration, the 1st group would have been outmatched exactly as you said: the other group could better neutralize the powers of the 1st team than vice versa.

That's why I swapped Lizard for Mysterio.

In my opinion, it rebalanced the encounter.

    Quote:
For example, Kraven's instinct and powers can neutralise Mysterio

It is debatable: Mysterio has demonstrated more than once that he can push antagonists over the edge even if they have heightened senses or a developed animal instinct.

Still, Green Goblin, Lizard & Kraven have one clear advantage: even without weapons, they are superhumans with stamina on par with Spider-Man. On the contrary, Doctor Octopus, Vulture & Mysterio are all reliant on their weapons to get superpowered even if Otto Octavius has psionic control over his metal arms. Without weapons, they are more vulnerable than the other three.

Also, the Green Goblin has the power of... money. Actually, it has always been his primary weapon. (^_^)
For example, he could pay the Vulture or Mysterio to betray Doctor Octopus.

However, Otto Octavius has one advantage that even Norman Osborn doesn't have: his mastery of weapons of mass destruction.

The combat result depends on the context. (^_^)
