From what I hear, the British military is crap compared to what it used to be, is no longer a serious fighting force and from what I can tell the Royal Navy is no longer much better than the US Coast Guard. Russia's armed forces are in shambles and they can't even afford a budget 1/60th of that of the US. There's obviously no point in bringing Germany and France into the discussion. Just what's going to happen to other countries' militaries in the future? Can anyone defend his own country or does everyone nowadays need to rely entirely on Uncle Scam to do it for him?

Defend their country from whom? A massive military is good for fighting other nations or repelling massive invasions, but the danger these days seems to be in the form of small terror cells carrying off suicide attacks and guerilla groups threatening a country's foreign interests. Those threats tend to require a coordination of international legal authorities and intelligence agencies more than they require the things a military does. Armies are good for large-scale retaliation against such stuff, but the record of huge militaries against popular insurgencies so far isn't terribly good.
