Depends on what you mean by "public places." We have laws against it for hospitals, stores, restaurants, etc., but not for instance, walking down the street, open-air markets, patios of restaurants, etc.

If I'm in someone's place of business or home, I respect whatever rules they require of me. However, once they start making laws about this for anything in the open-air, I will openly resist. Were I the proprietor of a business, I would openly resist, disallowing anyone to enter unless they smoked.
